Rwanda and Uganda share an almost identical gorilla experience, so the choice comes down to travel style. Rwanda's lodges are generally a higher caliber, and it's one of the safest and cleanest countries in Africa. You pay a premium for it — gorilla permits are roughly twice as expensive as in neighboring Uganda.

Uganda is less developed than Rwanda, but travelers watching their budget will almost always choose it for gorillas. It's also the better choice for combining gorillas with a traditional Big Five safari — Murchison Falls and Queen Elizabeth have solid game viewing, if not quite on the level of Kenya and Tanzania.
